Ralph A. Harper is a mission-driven public sector leader with over 13 years of experience in Texas state government. He currently serves as Executive Director of the Executive Council of Physical Therapy and Occupational Therapy Examiners and as Presiding Officer of the Health Professions Council. In these roles, he oversees agency operations and works in close collaboration with state health licensing boards to strengthen regulatory and administrative effectiveness. His leadership has driven the modernization of IT systems, advanced staff development initiatives, and fostered interagency collaboration to promote shared solutions to common challenges. He holds a Bachelor’s degree in Business Administration from Huston-Tillotson University and is a graduate of both the Governor’s Executive Development Program and the Texas Fiscal Officers’ Academy.
